Eliminating Out-of-Pocket Healthcare Barriers for Military Families in Massachusetts
The Healthcare Cost Assistance Program (HCAP) is a referral-based smart card platform that covers out-of-pocket healthcare expenses for verified veterans, active-duty service members, and military families in Massachusetts.
Coverage may exist. Authorization may exist.
But deductibles, co-pays, and cost-sharing often prevent care from being completed.
HCAP closes that gap.
How HCAP Works
Eligible healthcare expenses include:
• Doctor visits
• Hospital and specialty care
• Pharmacies
• Dental and vision services
• Behavioral health providers
• Approved healthcare retailers (CVS, Walgreens, Walmart, etc.)
Funds are vendor-restricted and cannot be used for non-healthcare purchases.

- MNF reviews and approves the request.
- A restricted-use healthcare smart-card is issued.
